2020 Street Improvement Updates

Construction continues on this year’s street improvement project. The contractor has split the project into smaller areas for coordination and scheduling:
  1. Area 1: The Shenandoah neighborhood located east of I-694 and north of 50th Street. View area 1 map.
  2. Area 2: The commercial industrial areas east and west of I-694, north of 4th Street and south of 10th Street. View area 2 map.
  3. Area 3: The Oakdale Park trail from Hadley Avenue to the Discovery Center and west to Granada Avenue. View area 3 map.
The improvements include miscellaneous storm sewer/sanitary sewer/water main repairs and replacement, replacement of isolated sections of structurally damaged curb and gutter, repaving of the asphalt pavement section, installation of new street lighting, and some trail and walk improvements.

MN Paving is the contractor for this project. They have successfully completed many similar projects for the City. All project work is scheduled to be complete by early September.

Current and Planned Work


Area 1

Shenandoah Valley neighborhood located east of I-694 and north of 50th Street

  • The first layer of asphalt pavement is being paved today and should be complete by tomorrow (Friday). The contractor will work with the garbage collectors to pick up trash during the paving operation.
  • The Gateway Trail connection is planned to be paved next Tuesday or Wednesday.
  • The lighting contractor will return next week to finish up underground wiring and install light poles.
  • The restoration contractor will continue with irrigation repairs and will be placing topsoil over the next couple of weeks on disturbed boulevard areas in preparation for sodding.
  • The contractor will begin to raise manhole and valve boxes to their final elevations next week in preparation for the final layer of asphalt. 

Area 2 

Commercial-industrial area east of I-694, north of 4th Street and south of 10th Street

East of I-694
  • The existing asphalt roadway is being reclaimed into gravel today.
  • The off-road trail through Powerline Park is also being reclaimed into gravel.
  • The remaining concrete curb and gutter at Helena Avenue and 9th Street is planned to be done next Tuesday.
  • Grading for the sidewalk on the west side of Helena Avenue is planned for early next week. Excess gravel from the roadway will then be used for the sidewalk.
  • Excess road gravel will be removed late next week, and then the road will be prepared for the first layer of asphalt.
West of I-694
  • The pipe contractor plans to return to the site next week and has 2-3 days of work left to complete.
  • Removal of spot sections of damaged concrete curb and gutter is planned to begin next week.

Area 3

Oakdale Park trail from Hadley Avenue to the Discovery Center and west to Granada Avenue

  • Work is planned to start here in early August.
As construction progresses, please use caution traveling within the project area. Also, please do not park vehicles on the street from 7 am to 7 pm within the project area unless instructed to by the contractor to accommodate driveway work. This will help the contractor to work more efficiently, and will create a safer work zone. Thank you, as always, for your ongoing patience and cooperation.
