Construction continues on this year’s street improvement project. The contractor has split the project into smaller areas for coordination and scheduling: - Area 1: The Shenandoah neighborhood located east of I-694 and north of 50th Street. View area 1 map.
- Area 2: The commercial industrial areas east and west of I-694, north of 4th Street and south of 10th Street. View area 2 map.
- Area 3: The Oakdale Park trail from Hadley Avenue to the Discovery Center and west to Granada Avenue. View area 3 map.
The improvements include miscellaneous storm sewer/sanitary sewer/water main repairs and replacement, replacement of isolated sections of structurally damaged curb and gutter, repaving of the asphalt pavement section, installation of new street lighting, and some trail and walk improvements.
MN Paving is the contractor for this project. They have successfully completed many similar projects for the City. All project work is scheduled to be complete by early September.

Shenandoah Valley neighborhood located east of I-694 and north of 50th Street- All work is now complete except for clean-up items and a backyard storm sewer outlet cleaning next to I-694 which will be done after a permit is received.
Area 2 Commercial-industrial area east of I-694, north of 4th Street and south of 10th StreetEast of I-694- Boulevard areas are now being restored with sod.
- The Powerline Park trail realignment is now being graded and it will take approximately a week to prepare for pavement. Paving is planned for Friday August 20.
- The sidewalk on Helena Avenue will be finished in about two weeks after phone utility underground boxes are relocated.
- Street lights will be installed as soon as the poles are received. There has been a delay due to supply chain challenges. They are anticipated to arrive by early September.
- The final layer of asphalt will be paved in September after the lights are installed.
West of I-694- The first layer of asphalt is complete.
- Boulevard topsoil and sod placement is planned for the next two weeks.
- Street lights will be installed as soon as the poles are received. There has been a delay due to supply chain challenges. They are anticipated to arrive by early September.
- The final layer of asphalt will be paved in September after the lights are installed.
Area 3Oakdale Park trail from Hadley Avenue to the Discovery Center and west to Granada Avenue- The trail is now closed until complete. Please use alternate trails to allow the contractor to get the required work done as efficiently and safely as possible.
- The trail has been reclaimed into gravel and will be graded and prepared for paving next week.
- Trail paving is scheduled for Wednesday and Thursday (August 18 & 19).
- Restoration of the edges of the trail will follow the completion of the pavement and is scheduled to be complete by Friday September 3.
As construction progresses, please use caution traveling within the project area. Also, please do not park vehicles on the street from 7 am to 7 pm within the project area unless instructed to by the contractor to accommodate driveway work. This will help the contractor to work more efficiently, and will create a safer work zone. Thank you, as always, for your ongoing patience and cooperation.
